Quick answer
House Charlotte is a City of Charlotte down payment assistance program administered by DreamKey Partners for eligible buyers purchasing inside Charlotte city limits. It can often be combined with other assistance, including programs connected to the North Carolina Housing Finance Agency (NCHFA), when income, price, lien order, and underwriting rules allow.
Citadel Cofield does not award, approve, or administer any of these funds. Your lender and the program administrators decide whether a stack works. We help with the parts a buyer's agent actually handles: finding eligible homes, timing the offer, and keeping the contract and disclosures aligned with program requirements.
Who does what
| Party | Role |
|---|---|
| City of Charlotte | Funds and sets policy for House Charlotte |
| DreamKey Partners | Administers House Charlotte and related local programs; handles applications and program approval |
| NCHFA | Runs statewide mortgage and down payment programs, delivered through participating lenders |
| Your lender | Underwrites the first mortgage, applies program rules, and confirms whether and how assistance layers together |
| HUD-approved housing counselor | Provides required homebuyer education |
| Citadel Cofield | Finds eligible property, negotiates the contract, and coordinates timing with your lender and the programs |
We are the last line in that table on purpose. We coordinate. We do not decide.
House Charlotte in plain English
- Who runs it: The City of Charlotte, with DreamKey Partners as administrator.
- Where it applies: Homes inside Charlotte city limits. A Charlotte mailing address is not proof.
- Who qualifies: Buyers within income limits, buying under a purchase price cap, who complete required homebuyer education. Limits change, so use DreamKey's current tables.
- How it is structured: Deferred assistance secured by a lien on the home. Repayment and any forgiveness terms are set in the program documents.
- How much: As of September 2026, DreamKey's House Charlotte page described assistance of up to $80,000 for eligible buyers. Other DreamKey materials have shown different figures. Confirm the current maximum with DreamKey and your lender before you plan around a number.
- Funding: Program funds are limited. Availability can change during the year.
NCHFA and related programs buyers hear about
These names come up often. This is orientation, not a program handbook:
- NC Home Advantage Mortgage: An NCHFA first mortgage product offered through participating lenders, sometimes paired with NCHFA down payment assistance.
- Community Partners Loan Pool (CPLP): NCHFA assistance delivered through local partner organizations. DreamKey lists CPLP on its assistance page with its own dollar and percentage limits.
- Other local programs: DreamKey's assistance page also lists programs such as Doorway to Prosperity.
Each program has its own eligibility rules, limits, and lien terms. Read the current program guide or ask your lender.
What stacking usually means
Stacking means using more than one assistance program on one purchase. In practice:
- You have a first mortgage.
- One or more assistance programs record their own liens behind it.
- The order of those liens, the combined loan amount, and your income all have to fit every program's rules at once.
Lien order matters. Each program's underwriting criteria say where it can sit and what it can sit behind. Funding availability also matters, because a program can run out of money for the year.
Stack patterns buyers ask about (illustrative only)
These are patterns buyers ask about, not approvals:
- NCHFA first mortgage + NCHFA down payment assistance + House Charlotte. Whether this works depends on current NCHFA and House Charlotte underwriting and lien rules. Lender and DreamKey confirm.
- Eligible first mortgage + CPLP + House Charlotte. DreamKey states House Charlotte can be combined with other assistance, including CPLP. Order and amounts depend on current program documents. Lender and DreamKey confirm.
Do not rely on any dollar figure until your lender puts it in writing.
What your agent does
- Searches for homes inside Charlotte city limits and under current price caps.
- Checks property types and conditions against program requirements before you get attached to a house.
- Writes offers with closing timelines that fit program processing times.
- Makes sure program assistance is disclosed correctly in the contract and closing package.
- Keeps your lender, the program administrator, and the seller's side on the same schedule.
This is program coordination. It is separate from any Citadel closing credit on new construction, which is a different topic with different rules.
What your agent does not do
- Approve or award assistance funds.
- Guarantee that programs will stack or that funds will be available.
- Replace required homebuyer education or housing counseling.
- Set or interpret income limits. Those come from the programs.
Checklist before you shop
- Talk to a lender who regularly closes House Charlotte loans. Ask how many they have closed recently and what their timeline looks like.
- Start homebuyer education early. Ask how long your certificate stays valid.
- Confirm city limits for every address. Use the official city or county tools, not the mailing address.
- Know the price cap before you tour. A home above the cap is out, no matter how well it fits otherwise.
- Treat listing flags as a starting point. Some listing sites show a down payment assistance indicator on eligible-looking homes. That flag is not an approval.
- Get the stack in writing from your lender before you write an offer.

Frequently Asked Questions
What is House Charlotte?
It is a City of Charlotte down payment assistance program administered by DreamKey Partners for eligible buyers purchasing inside Charlotte city limits, subject to income, price, education, and funding rules that change. Citadel Cofield does not award House Charlotte funds.
Can House Charlotte stack with NCHFA help?
Often it can be combined with other assistance, including NCHFA-related products such as CPLP, when income, lien order, and underwriting rules allow. Exact stack order is a lender and program administrator decision. Treat blog examples as orientation, then confirm before you rely on a dollar amount.
What should I do first if I want a stack?
Talk to a lender experienced with House Charlotte, start required homebuyer education, and confirm city limits and price cap fit before you fall for a house. Then work with Citadel on property search and contract timing so program deadlines and disclosures stay aligned.
Does Citadel Cofield approve or award assistance?
No. The City of Charlotte, DreamKey Partners, NCHFA, and your lender make those decisions. We find eligible property, negotiate the contract, and coordinate timing.
Does a down payment assistance flag on a listing mean I qualify?
No. A listing flag means a home may fit some program rules. Your eligibility depends on your income, the price cap, the property, program funding, and lender approval.
